Provider Reimbursement Information

As you may be aware, as of February 1, 2016, the State of Illinois has not enacted a budget for Fiscal Year 2016, which began on July 1, 2015. The lack of state budget has put the Illinois Department of Central Management Services in uncharted territory with regard to funding critical state services, including the health care services for plan participants enrolled in the State of Illinois Group Insurance Benefits program.

At HealthLink, we are empathetic to this situation. We are working diligently with the State of Illinois to process as many payments as possible and determine alternative payment solutions for providers if necessary.

As a provider who may be affected by the State of Illinois delayed payment schedule, in the coming days, you may be contacted by Healthcare Finance, LLC (Healthcare Finance). Healthcare Finance is a third party purchaser of accounts receivable who may be able to advance payment on your HealthLink claim receivables in a timely manner during these extraordinary circumstances.

While HealthLink does not exercise any legal ownership in Healthcare Finance, we are collaborating with them to determine alternative payment opportunities for interested providers who have been affected by the State of Illinois payment delay. As a valued provider of HealthLink, we are committed to keeping you fully informed on any progress in this matter and wanted to make you aware that you may be contacted.

If you choose to work with Healthcare Finance to receive advanced payment on your HealthLink claim receivables for plan participants enrolled in the State of Illinois Group Insurance Benefits program, remittance advices will not be issued with Healthcare Finance payments. However, HealthLink will issue remittance advices with all paid claims once the State of Illinois resumes releasing payments.
